TITLE: Safe Injection Sites Interim Zoning Ordinance

SUMMARY:
At the Council Business Meeting on January 8, 2018, the Council introduced and adopted Emergency Interim Zoning Regulations prohibiting the location of "safe injection sites" in the City.  Safe injection sites are locations where people and "safely" use illicit drugs.  Adopted as an "emergency ordinance" State statutes require that a Public Hearing be held within 60 days.  At the conclusion of the Public Hearing the Council may elect to continue to have the emergency regulations remain in effect or take action to render them void. 

Since the Ordinance was enacted, the Human Services Commission has initiated discussions on them as requested by the Council.  The Planning Commission will begin their work in the near future,
POLICY QUESTION(S) FOR COUNCIL CONSIDERATION:
Should the Interim Zoning Regulations prohibiting the location of "safe injection sites" in the City be maintained to allow time for permanent regulations to be prepared, considered and implemented?
BACKGROUND:
This ordinance was advanced at the request of the Council President and adopted by the Council on January 8, 2018.
